UNIONDALE, NY / ACCESS Newswire / December 10, 2025 / Marquis Who's Who honors Frank H. Farmer for his expertise in business and local government. As a councilman for Greenville County, South Carolina, he has built a reputation for leadership, responsiveness to constituents and a strong commitment to improving community infrastructure.

About Frank H. Farmer
Mr. Farmer has served as a Greenville County councilman since January 2025, where he manages constituent concerns, participates in legislative discussions and helps shape policy. Soon after his election, he introduced a major budget proposal that more than tripled funding for roads and infrastructure while including a tax reduction. This plan reflects Mr. Farmer's mission to return government to its core functions and improve the quality of life throughout Greenville County.
Housing affordability and growth management remain top concerns in the area. The county is about 20,000 homes short of demand and Mr. Farmer has worked on zoning and building regulation changes to help close the gap. His efforts aim to control sprawl, prevent isolated subdivisions and prioritize residents' interests. Infrastructure, however, is his priority. This fiscal year, Greenville County has committed a record amount of funding for roads, more than doubling its previous budgets. Mr. Farmer has also addressed concerns voiced by many residents by collaborating with state leaders to improve traffic safety and road conditions.
Mr. Farmer's earlier career gave him broad experience in both government and business. He previously served as chairman of the Communications and Government Affairs Committee and as finance director for a congressional campaign. These roles helped him build skills in the legislative process and financial planning. In 2024, he became an account executive with United Catalyst Corp., a North American processor of scrap catalytic converters that has been educating recyclers for more than 30 years. That same year, Mr. Farmer founded Red Lightning Strategies in Greenville and continues to lead the firm as chief executive officer.
Mr. Farmer honed his leadership skills in the U.S. Army. As a staff sergeant with the Infantry Squad of the 82nd Airborne Division, he spent five years developing discipline and strategic thinking, both skills that would influence his approach to governance and business leadership. Mr. Farmer earned a Bachelor of Business Administration from The Citadel in 2017. He credits his success to his work ethic, the guidance of his mentors and the values instilled during his education and military service.
Serving Others
Outside of government, Mr. Farmer supports Defenders for Children, a nonprofit serving vulnerable youth. He is also a member of First Presbyterian Church, where he connects with the community through faith and service. He credits his relationship with Christ for keeping him grounded both personally and professionally. Additionally, Mr. Farmer enjoys outdoor activities and spending time with his family.
Mr. Farmer's leadership has earned him recognition, including an award from the Post and Courier newspaper. He views his upcoming budget passage as one of his greatest achievements, proving his ability to fulfill campaign promises early in his tenure. Looking to the future, he plans to continue serving Greenville County with integrity and effectiveness. Mr. Farmer's long-term goal is to secure reelection, maintain a government focused on core responsibilities and leave a legacy of infrastructure improvements and community-centered policies that strengthen the county for generations.
